Manager, International Regulatory Affairs

About the Position
The position will support the VP International Regulatory Affairs in providing advice and guidance to PCCW Global on telecommunications and media regulatory matters globally, including Hong Kong domestic matters directly involving PCCW Global. The position responsibilities encompass Asia, Europe, Middle East, Africa and Americas regions.
This position will be based in our London office and will play a key role in supporting PCCWGlobal’s European regulatory engagement to address the significant regulatory developments in EU-wide regulations, while contributing to the organization's broader global regulatory work.


The role reports to VP International Regulatory Affairs, with close operational interfaces with senior managers and administrators across PCCW Global.

 

Key Responsibilities

  • Monitor and analyze regulatory development and initiatives in the EU and other markets
  • Develop and implement regulatory strategies to ensure timely compliance with all relevant regulations
  • Coordinate with internal teams, external consultants, and legal experts to gather required information and address regulatory inquiries.
  • Lead or support the drafting and submission to consultations and proposals
  • Draft background documents, policy memos with a focus on regulatory and policy developments
  • Provide compliance advisory to the business in line with regulatory requirements
  • Continued development of appropriate compliance and oversight measures to minimize regulatory risk and exposure
  • Assist with the implementation of regulatory measures to deliver PCCW Global and Group business plans (for example, obtaining licences, providing regulatory clearances)
  • Research and analysis of opportunities arising from regulatory reforms or relaxations throughout the regions, assist VP by providing advice to maximize the potential opportunities presented under the scope of existing licences.
  • Ensure that policies and procedures are developed or updated in line with new or revised regulations / regulatory expectations

Requirements: 

  • Bachelor’s degree in Law, Compliance, Business Administration, Public Policy or a related field
  • Minimum 7 years of experience in regulatory affairs, public affairs, or policy analysis and understanding of its commercial relevance
  • Ability to manage multiple projects and work collaboratively across teams
  • Effective communication and diplomacy skills
  • Excellent writing, research, and analytical skills
  • Confident and self-assured personality with strong interpersonal skills.
  • Excellent written and spoken English
