Senior Bid Solutions Manager

Summary:

 

The Senior Bid Solutions Manager is responsible to own, lead and manage the overall bid engagement (e.g. RFx, tender) cycle from opportunity qualification through to customer award decision including managing stakeholders’ inputs, proposal response documentation and customer shortlist presentation meetings. The Senior Bid Solutions Manager is expected to demonstrate comprehensive telecoms and project management knowledge and abilities. Roles and Responsibilities:

 

  • Internal resources gatekeeper: prior to engaging extended stakeholders in bid project work, ensure opportunity is qualified via e-Opportunity Assessment Document (e-OAD) or other agreed qualification assessment process

  • Conduct initial opportunity and bid documentation review to assess overall bid engagement viability, resources requirements, and potential risks / red flags

  • Coordinate Bid/No-bid meeting identifying and involving relevant stakeholders for participation

  • Moderate discussion toward consensus decision (go- bid or no-bid), coordinating follow-up Bid/No-bid meetings and involving further relevant stakeholders as may be required until final consensus decision is reached  

  • Overall bid engagement ownership, leadership and management from opportunity qualification and response strategy formulation through to customer shortlist presentation meetings and award decision after consensus go-bid decision is reached with responsibilities including, but not limited to:

    • Structure and manage bid engagement lifecycle via Agile Kanban Framework and collaboration tools (on-the-job training to be provided)

    • Identify and involve Core stakeholders (to be included in most bid engagement meetings and activities) 

    • Identify and involve Lead stakeholders (direct ownership for bid assignments)

    • Suggest and involve Support stakeholders (typically nominated by Lead stakeholders to become part of Core stakeholders with no direct assignments ownership)

    • Define, communicate and track assignments progress

    • Provide Lead stakeholders guidance for assignments with clear expectations

    • Set, manage and ensure adherence to bid schedule, timelines, meetings and deadlines

    • Structure and assemble compliant bid proposal response documentation with a view to qualify for shortlist

    • Repeat process through multiple rounds of shortlist proposal submissions as may be required

    • Apply framework for customer shortlist presentations and meetings as may be required

  • Identify and coordinate with appropriate internal teams to gather information and documentation as may be required to comply with submission administrative requirements (e.g. company registration and certification documents, financial statements, etc.)

  • Coordinate PCCW Group functions’ support via appropriate channels when required

  • Track risks identified by Core and contributing stakeholders

  • Initiate senior management escalations for support or decision when required

  • Participate in customer shortlist presentations and meetings as moderator and minutes taker when required

  • Track bid engagement progress and report regularly throughout cycle until customer award decision

  • Request, track and record post-mortem customer feedback and meetings as part of the bid engagement

  • Upon contract win award provide assistance to relevant internal teams for project handover if required

  • Contribute to and participate in maintaining company proposals and documents library

  • Maintain up-to-date knowledge of company products and corporate structure

  • Provide guidance and assistance to regional Pricing Managers for opportunity assessment and workload prioritization when appropriate and requested

  • Lead by influence and example participating in GBS initiatives as the incubator leading the Internal Digital Transformation to collaborate better and automate more

  • Perform tasks outside normal business hours with flexible working schedule if necessary

  • Travel may be required (based upon business needs)

  • Additional responsibilities as may be assigned / required to fulfil role

 

Experience/Qualifications:

 

  • Minimum 6 years’ experience in telecoms with a global operator, Internet Service Provider or cloud provider

  • Broad telecom knowledge ideally from working in different teams and departments covering wide business, technical and product knowledge

  • Bachelor’s degree in relevant discipline

  • Postgraduate education in relevant discipline desirable

  • Project Management certification or demonstrable track record experience in managing complex projects

  • Scaled Agile Framework certification and working experience desirable

  • Intermediate or higher proficiency in Google Workspace

  • High-level knowledge of HubSpot CRM

  • Ability to work across borders and boundaries with cross-cultural and cross-functional teams

  • Detail-oriented, well organized, with self-initiative and able to work under pressure and time constraints

  • Excellent analytical problem solving, communication and negotiation skills

  • Fluent in written and spoken English
