Manager, Group International Trade Compliance

The Role:

As a key member of the International Trade Compliance (ITC) team within the Risk and Regulatory Department, you will report to the Director of the ITC team and contribute to the development, maintenance, and implementation of import/export controls and economic sanctions policies and procedures across the PCCW/HKT Group of companies (“Group”).  You will work with functional and business units to ensure that sanctions and import/export compliance (“Trade Compliance”) is maintained while ensuring that overall organization objectives are supported.

 

Responsibilities:

  • Assist with the development, maintenance, and implementation of the Group’s Trade Compliance policies and procedures.
  • Review transactions to ensure compliance with applicable jurisdictions, including the US, China, Hong Kong, the EU and the UK.
  • Provide support to business units, including but not limited to sales, business development, operations teams to assess Trade Compliance risks and requirements.
  • Assist business units in filing import/export license applications and reports with government agencies, as needed.
  • Support the Group Legal Office with reviewing contract clauses related to Sanctions and Export Controls.
  • Support Group Treasury by collecting data from business units to help respond to banking partners Sanctions surveys.
  • Support Group Internal Audit with Trade Compliance expertise.
  • Perform due diligence and conduct third-party screening on transactions using a third party vendor solution.
  • Develop, update and deliver internal Trade Compliance training to all relevant business and functional units.
  • Draft and update guidelines related to Trade Compliance provided to business units.
  • Track, analyze and summarize relevant government enforcement actions related to Trade Compliance.
  • Work with all levels of the Group and ensure Trade Compliance risks/requirements are effectively communicated.
  • Work with internal and external customers, vendors, OEM’s, customs brokers, government agencies, external counsel and other functional areas to support compliance.
  • Collaborate with colleagues from other risk teams in the Risk and Regulatory Department in order to support business units.
  • Perform other ad-hoc responsibilities and duties as assigned.

 

 

Important Skills and Experience for this Role:

  • Degree in international trade, law, business administration, or other relevant discipline(s).
  • Working knowledge of or exposure to Export Control and Sanctions laws/regulations from Hong Kong, China, US, EU, UK and/or other Asia-Pacific countries.
  • Experience with performing due diligence on transactions and counterparties from a Trade Compliance standpoint.
  • Experience with third party screening tools and ability to resolve “hits”.
  • Strong presentation, interpersonal, and writing skills enabling effective communication with staff at all levels.
  • Ability to synthetize and summarize succinctly complex regulatory information for the layman.
  • Experience reviewing and editing contracts/agreements from a Trade Compliance perspective.
  • Strong analytical skills and ability to research, interpret, and apply complex US and non-US government export/import regulations.
  • Experience or flexibility working with colleagues in different time zones (i.e. US time zone).
  • Strong organization skills: must be flexible, able to multi-task, and able to prioritize and joggle tasks as needed.
  • Strong enthusiasm for diving deep, researching regulations, and learning new areas.
  • Languages: English, Cantonese, and Mandarin.
  • Attention to detail and “team player” attitude is a must for this position. 

 

 

Nice to haves” for this Role

  • US Customs Broker License, Certified US Export Compliance Officer (CUSECO), Certified Global Sanctions Specialist (CGSS), Certified Sanctions Specialist (CSS), or similar accreditation preferred.
  • Experience with ENC License Exception preferred.
  • Experience with ECCN classification preferred.
  • Experience performing audits preferred.
  • Experience or knowledge in other risk areas (e.g. anti-bribery and corruption, anti-money laundering, data privacy etc.) preferred.
