AVP, Regulatory Affairs

The Vice President, Regulatory Affairs will provide legal and regulatory advice to the PCCW and HKT Group companies on issues arising under communications and consumer related , legislation and regulations including in particular the Hong Kong Telecommunications Ordinance Trade Descriptions Ordinance and other laws, regulations and legal provisions applicable to our Group companies; and assists our group companies in formulating their position on relevant inter-related legal, regulatory, commercial and strategic issues.

 

The role will report to the Head of Group Regulatory Affairs. S/he will oversee all consumer and commercial retail matters, competition, sales practices, legal and other issues. S/he will have the responsibility within the Group for telecommunications licence compliance, giving advice to ensure compliance with regulatory obligations, covering products, services, marketing strategies, initiatives, promotions, advertising campaigns and the like, with a major focus on mobile and spectrum-related matters.

 

S/he will maintain a relationship with his/her counterpart at the other fixed line and mobile operators and the relevant regulators and Government departments. In addition, s/he must be able to maintain relationships with internal stakeholders and find commercial solutions to regulatory issues while balancing business objectives. S/he will be responsible for establishing PCCW and HKT Group’s position on regulatory proposals, drafting submissions and lobbying PCCW and HKT Group’s position at appropriate forums.

 

Required Attributes:

 

  • Legally qualified;
  • Knowledge of consumer/retail issues such as trade descriptions laws and data privacy. Knowledge of telecommunications Codes of Practice, real-name registration for SIM cards, initiatives to tackle fraudulent calls and messages would be advantageous;
  • Prior experience in telecommunications industry and a good understanding of the businesses. A general appreciation of the technical aspects of mobile telecommunications would be advantageous;
  • Demonstrated ability to lead and manage regulatory initiatives and work with various interest groups. Experience in dealing with regulators such as OFCA and other Government Departments is preferred;
  • Strong analytical & people skills, commercial awareness and practicality;
  • Excellent command of spoken and written English and Chinese.
