Senior Manager, Contract Management
As a member of Contract Management Team (CMT), managing contracts and project related issues during the implementation and operation of a large-scale financial system integration (SI) project in Hong Kong public sector.
Your Role

Contract drafting, review & advisory:
-
Work with project team, PMO, vendor management, legal team, procurement team, etc. to draft and review contractual documentation and advise project matters involving customer contract, subcontract to services and/or products providers, contract variation, NDA, master services and/or products agreement, project scope of work (SOW), IT industry guidelines & regulations related to the project, project specifications & scope, SLAs, payment arrangement, etc.

Project management:
- Work with project team, PMO, vendor management, legal team, procurement team, etc. to review and revise the project management deliverables including project initiation document (PID), project change request form (CRF), project financial, project inventory, project plan and schedule, etc.
- Commercial negotiation and related support:
- Liaise and coordinate various PCCWS teams and stakeholders to negotiate and conclude project requirements, scope, pricing, etc. for the project.
- Project pricing model development:
- Consolidate, review and analyze cost estimation, scope, and delivery arrangement of services and/or products required by customers and develop the pricing model for the delivery of services and/or products under the project.
- Relationship management:
- Develop and maintain professional relationships with customer stakeholders, various PCCWS teams and subcontractors from management to end user levels.
- Contract approval status update:
- Keep track and timely update on contract approval processing status to Head of Contract Management and take appropriate follow-up actions on customers, PCCWS teams & subcontractors, e.g. meeting, contract review and amendments, etc. for contract approval
- Project change and contract variation management:
- Review potential project change, contractual change requirements, impact to scope, schedule, and cost from PCCWS project teams, prepare appropriate contract variation documentation, e.g. Project CRF, and follow up management review and approval to such contract variation
- Project documentation and contract repository management:
- Manage and maintain a repository of contractual documentation and identify key information from contract repository per request
- Project reporting:
- Consolidate, review and consolidate project status data, e.g. SLA data, from various PCCWS project teams’ leaders into required project documentation for submission to customer on regular or ad-hoc basis
- Ad-hoc tasks:
- Understand and resolve matters or provide support related to customer’s contract and PCCWS’ subcontracts per request by CMT members and various PCCWS teams
To Succeed in this Role
- Degree in Project Management, Contract Management, Law, Information Technology, Procurement, Business Administration, or related disciplines Related professional certification is a plus
- 5 to 10 years of experience in project management, contract management, or commercial management works
- Knowledge and experience in managing and negotiating contracts and project management matters in IT industry and/or Hong Kong public sector
- Understanding of project management guidelines and procedures in Hong Kong public sector
- Proficiency in both written and spoken English and Chinese, fluent in Mandarin is a plus
- A good team player with strong analytical and communication skills
- Proactive, mature & self-confident with good business acumen
- High level of integrity, work ethics and good moral values
- Ability to produce well written reports that can be presented at senior management level
- A strong knowledge in Microsoft Office applications including Word, Excel & PowerPoint.
Good to Have
- A competent understanding of financial information
- Knowledge and experience in managing projects and related matters, e.g. PRINCE, SSADM, ITIL, security, privacy, etc. in Hong Kong public sector
- Knowledge of market and ability to understand where it is heading and able to translate this information into impact on the business
- Good knowledge of contracts, regulations and guidelines in Hong Kong public sector involving cloud services, virtual environments, hardware, software and professional services
- Ability to establish, influence and maintain collaborative partnerships and engage in effective negotiations with a broad range of parties
